Importing industrial products will become easier

It will be easier for manufacturers of industrial products that have no analogues in Russia to obtain the documents necessary to provide state support measures. The decision was signed by Prime Minister Mikhail Mishustin.
We are talking about obtaining conclusions confirming that industrial products have no domestic analogues. Now, when drawing up such conclusions, the interaction of enterprises, expert organizations and the Ministry of Industry and Trade will take place in a remote format using the state information system of industry (GISP). The conclusions themselves will be available to enterprises in electronic form in the GISP service. The new procedure will reduce the administrative burden on businesses when going through the procedure for issuing conclusions.
In addition, for small and medium-sized enterprises, benefits are now provided for paying for the conclusion of a conclusion, which will reduce the financial burden on manufacturers.
For the implementation of large investment projects, the supply of multi-component technological equipment, which is not yet produced in Russia, has been simplified. Now such equipment can be obtained not in one batch, as it was before, but in several, which is much more convenient when importing machine tools and automatic lines, which can come in parts over a rather long period of time – up to six years old. Their inclusion in the list of industrial products that have no domestic analogues will allow Russian companies not to pay VAT in this case.
“The decision taken will make it easier for entrepreneurs to build long-term cooperation chains and ensure the availability of demanded goods that are important for people and the development of related industries,” – noted Mikhail Mishustin at a meeting with vice-premiers on June 26.

Mikhail Mishustin: "As the President emphasized, despite the importance of the domestic market, one cannot focus only on it– this is the path to self-isolation and loss of competitiveness.
Therefore, we will simplify the delivery of multicomponent technological equipment, which is not yet produced in the Russian Federation, for the implementation of large investment projects. Now it will be possible to get it not in one batch, as it was before, but in several. What is much more convenient when importing machine tools and automatic lines, which can come in parts for quite a long time – up to six years old. And their inclusion in the list of industrial products that have no domestic analogues will allow Russian companies not to pay value added tax in this case.
We also provided for small and medium-sized enterprises the opportunity to reduce the costs of the expertise they need for this.
Another innovation. In order to reduce the administrative burden on businesses, we are completely converting paperwork for products that have no domestic counterparts into electronic format.
