Mikhail Mishustin's Address to the Members of the Extended Board of the Ministry of Industry and Trade
Dear Denis Valentinovich! Dear Colleagues!
Greetings to all participants of the extended board of the Ministry of Industry and Trade.
On behalf of the President Last year, we took measures to quickly adapt industries to the new economic conditions in order to mitigate the risks of stopping and reducing production volumes, to save jobs and labor collectives.
It took most of our companies two or three months to stabilize the situation. Since last June, the processing complex has been showing continuous recovery growth.
I want to thank the teams of enterprises, industry curators in the regions and the ministry for effectively responding to the challenges faced by our real sector. In the spring of last year, despite the departure of a number of foreign brands, the trade sector also showed stability. Goods that people need have been preserved on store shelves.
Now we are faced with the task of achieving independence from foreign solutions. The President emphasized the need to master critical technologies as soon as possible and ensure readiness for the serial production of the most demanded products.
The government is expanding support for research and development work . Programs for training personnel in engineering professions are being implemented. We help companies set up production. Support today can be obtained through the Industrial Development Fund, special investment contracts, new mechanisms for the cluster investment platform and industrial mortgage.
We are translating the most important industry tasks into the format of megaprojects. They are aimed at bringing to the market large lines of high-tech products, created using our own development lines. This applies primarily to radio electronics, machine tools, diesel engines, low-tonnage chemistry, unmanned aircraft systems and many other significant areas. For all of them, the deadlines for launching new capacities must be strictly observed, and it is also necessary to provide preferences for domestic producers, create conditions for their export.
On behalf of the head of state, the Government prepared and approved the Concept of technological development for the next eight years. And as part of its implementation, we will continue to address these important issues, among other things.
It is no less important to increase the demand for Russian industrial products in all sectors of the economy. We will continue to use the practice of offset contracts and public-private partnership mechanisms. The unification of national standards and the expansion of our companies' access to state and corporate purchases will continue.
A special area that is now working at maximum load, – this is our military-industrial complex. His enterprises have repeatedly increased the output of products needed for a special military operation. In parallel with the fulfillment of the target tasks, there is a continuous improvement of weapons and equipment. I would like to thank everyone who works at defense plants.

In general, the Russian industry copes with the tasks set. And it is important to do everything necessary to increase the share of the manufacturing sector in the country's GDP by the end of the year. The intermediate results of the first four months show that this goal is achievable.
