The list of initial permits for capital construction facilities has been reduced

Work to reduce administrative barriers in construction is carried out on behalf of the President of Russia. On the official Internet portal of legal information pravo.gov.ru published Resolution of the Government of the Russian Federation No. 689 dated April 30, 2023, which amends the exhaustive list of documents, information, materials, approvals provided for by the regulatory legal acts of the Russian Federation and necessary for the developer, technical customer to fulfill the provisions of parts 3 - 7 of Article 5 . 2 of the Town Planning Code of the Russian Federation of measures in the implementation of a project for the construction of capital construction facilities.
The exhaustive list was approved by Decree of the Government of the Russian Federation dated December 25, 2021 No. 2490. Previous changes were made in July 2022, when the list was reduced by almost a quarter – from 989 to 751 procedures. The new document cancels over 50 more requirements for the developer.
Thus, the current list contains 699 positions. First of all, those documents, information and materials are not required, which can be submitted upon request in the order of interdepartmental interaction. Including a number of documents stipulated by the Decree of the Government of the Russian Federation dated 05.03.2007 No. 145 (Regulation No. 145) "On the procedure for organizing and conducting state examination of project documentation and engineering survey results" was excluded.
In particular, the following are excluded from the exhaustive list:
- a positive conclusion of the state environmental review in the case of a state review of project documentation subject to state environmental review in accordance with the legislation of the Russian Federation;
the procedures for agreeing on the construction and conditions for the technological connection of new non-public railway tracks, including in ports, have been simplified.
