In Russia, they decided on the concept of "technological company"

At a meeting on Thursday, April 27, the Russian government supported the draft federal law developed by the Russian Ministry of Economic Development, which will consolidate the definition of the concept of "technological company", as well as establish the features and conditions for the activities of such companies. The bill was prepared on behalf of President Vladimir Putin following the discussion of the technology agenda within the Council for Strategic Development and National Projects.

The document also legally enshrines the concept of "small technology company" ; (MTK), « innovative technology» and criteria for determining MTK. The implementation of this area is supervised by First Deputy Prime Minister Andrey Belousov.

“The bill defines the category of technology companies, which will allow developing additional solutions for their development. We propose to start detailing regulation with small technology companies, because in the new realities, a technological small business is being restructured faster than a large one and can become the main driver in achieving technological sovereignty," notes Maxim Kolesnikov, Deputy Minister of Economic Development.

To qualify as a "small technology company" organization, it will be necessary to enter information into the "Register of small technology companies". Inclusion in the Register will be the basis for targeted receipt of state support measures. The list of such measures will be established by the Government.

Also, in order to classify an organization as an MTC, depending on OKVED and its revenue, the Government will establish a procedure for assessing the scientific and technological level of the company and the possibility of applying or introducing innovative technologies. The criteria will be checked by centers of expertise, which will be determined by the Government.

The draft law was developed with the participation of the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Digital Development, the Ministry of Education and Science, as well as leading expert organizations - ANO "Platform NTI», the Higher School of Economics (HSE), the Engineering and Innovation Support Center, the Skolkovo Foundation, the Foundation for Infrastructure Educational Programs (FIEP), the Innovation Promotion Foundation, and the Innopraktika Foundation.
