Banks can help civilian enterprises to connect to the state defense order

Manufacturers of equipment for the fuel and energy complex are planning a decline in production. At the same time, the defense order is growing, so private civilian factories could help the Motherland and save jobs. What hinders this process? The experts tried to answer this question. The following factors can be identified in the unwillingness to engage in state defense orders.

1. Profit rationing. Enterprises complain about the lack of a market approach, they have to collect a lot of paperwork with justification of costs. Besides, the presence of correspondent accounts and financial checks significantly complicates the work.

2. The presence of obsolete, still Soviet, technological maps. Over the past thirty years, production technologies have changed significantly, when a product of the desired quality can be obtained in a different, more efficient way. Nevertheless, when implementing the state defense order, requirements are set not only for the final product, but also for production technology, which is sometimes outdated.

3. Compliance with military acceptance is very laborious. You have to keep a lot of staff to do technical work, ensuring the requirements of secrecy even where it comes to simple details.

4. Recently, the owners have begun to fear that their enterprise may fall under external management. A presidential decree dated March 3, 2023 notes that those /">who frustrates the state defense order in wartime, receives external control. Before that, on September 24, 2022, a new law No. 365-FZ "On Amendments to the Criminal Code of the Russian Federation and Article 151 of the Criminal Federation". The changes provide for a penalty of up to 10 years in prison for violating the terms of the state defense order.

Inevitably, the involvement of civilian enterprises in the state defense order. Today, only Promsvyazbank and Novikombank have been authorized. It is possible that Gazprombank, which has extensive and successful experience of working with civil enterprises, will also be involved. Banks are in a position not only to select enterprises that have the scientific, technical and production potential to fulfill the state defense order, but also to help them solve practical problems. "We must sharpen the details, and open special accounts, solve problems with payments, organize separate accounting, the banking structure can help with licenses and secrecy," — notes one of the experts. With this approach, civilian enterprises will not shy away from the state defense order like hell from incense. The extrapolation of banking support for contracts for the state defense order, together with services for choosing enterprises and helping them to smoothly enter into complex interaction with the military, is overdue.
