Difficulties with suppliers of equipment and services to energy companies led to a decree of the Government of the Russian Federation

The government approved a resolution to support consumers of utility resources and energy companies in the face of external restrictions. The document assumes:
- An almost two-fold reduction in the amount of fines (penalties) tied to the level of the Central Bank's key rate for consumers of utility resources (electricity, heat, gas and water) for untimely or incomplete utility bills. This will help to avoid a sudden increase in penalties and maintain stable working conditions for producers.
- Possibility to postpone the previously scheduled mandatory deadlines for the commissioning of traditional and renewable energy facilities without applying penalties. Investors can exercise this right by contacting the "Market Council" until the end of the current year. Due to the implementation of this measure, it will be possible to ensure the completion of facilities without terminating contracts concluded on the wholesale market and without charging penalties. It is assumed that during the period of validity of the granted delay, investors will be able to find, if necessary, new suppliers of equipment and services.
- Introduction of features for calculating the cost of measures aimed at modernizing the resource supply infrastructure ( power stations and boiler houses, electrical networks, water and heat supply networks, water disposal systems). These provisions will help utility providers to deal with changes in prices for construction products and disruption of equipment supply chains.
