Ministry of construction proposes to introduce parallel design and construction

To reduce the investment and construction cycle, the Ministry of Construction proposes to legally fix the possibility of parallel design and construction. This option will appear due to the division of all works into stages, for each of which it is possible to obtain a separate expert opinion and building permits. It is also proposed to extend the possibility of expert support of project documentation to the pre-project stage — to reduce the risk of errors and redesign. Market participants expect that innovations will allow construction to begin earlier.
The Ministry of Construction proposes to provide for the possibility of parallel design and construction of facilities in the Urban Planning Code (GRC). From the bill developed by the department, it follows that in addition to the classical approach, which involves the preparation of a full package of project documentation and obtaining an expert opinion on it, it is proposed to allow the customer to divide the work into stages and receive separate expert opinions of project documentation and building permits for each of them.
Now GRK provides for the possibility of developing documentation for a separate stage of construction — it is understood as the construction of objects (or parts thereof) on one land plot, if they can be operated autonomously. The proposed mechanism involves a more fractional division — the commissioning of the facility will be carried out only after the construction of the entire facility.
According to Glavgosexpertiza, parallel examination and construction, when one stage has already been assessed by expert organizations, and the next ones are being designed, "will significantly reduce the time for the implementation of investment projects."
In addition, the amendments are planned to expand the possibilities of expert support of project documentation. Technical Director of JSC "Institute "Stroyproekt"" Aleksey Surovtsev notes that “the possibility of expert support was implemented back in July 2019 — this procedure makes it easier and faster to confirm changes in project documentation in the examination, the need for which arose after its passage. Now it is planned to carry out such a procedure and documentation at the design stage — as explained in Glavgosexpertiza, the developer or technical customer will be able, as parts of the project documentation are prepared, to submit them to an expert organization for evaluation. As noted in the Ministry of Construction, now "in case of detection of violations in the project only at the stage of examination, work to eliminate them entails significant difficulties" and often leads to the need for redesign. The proposed procedure, according to the department, will minimize or eliminate errors at the initial design stage.
Rifat Garipov, head of the project financing commission of the Public Council under the Ministry of Construction, phased examination will allow to assess the compliance of documentation with the requirements and verify the reliability of the estimated cost not as a whole package of documents, but separately — this can reduce the time for approvals, which means that it will be possible to start the construction process earlier. Experts from the apparatus of the National Association of Surveyors and Designers (NOPRIZ) note that the proposal for a consistent "dotted" engaging with expertise from the early stages of design can be a "productive practice" — handing over the entire project for examination, the designer can already be sure that all questions have been removed beforehand. This approach will help improve the quality of design, but, according to NOPRIZ, « it is advisable to organize a pilot project at some complex multifunctional facility. Kommersant
