Passing by any Russian construction site, it can be noted that most of the working equipment is foreign-made. There are questions to the curators of import substitution.

From February 1, 2015, it is forbidden to purchase bulldozers, excavators and another 52 types of vehicles for state and municipal needs for all budgetary organizations, as well as city and district administrations. Now they can only purchase equipment from the countries of the Eurasian Economic Union (EAEU).
As conceived by the authors of the document, the ban (introduced by government decree of 31.01. 2015) should stimulate domestic producers. Deputy Prime Minister Arkady Dvorkovich said that each type of equipment featured in the document has Russian analogues —, which means that there will be no problems with import substitution. Indeed, when only construction equipment from Russia, Belarus, Kazakhstan and Armenia remains on the market, Russia wins first of all — Kazakhstan's share in supplies is extremely small, and even experienced market participants know nothing about manufacturers of similar products from Armenia. Belarus should also win: the Minsk Tractor Works (MTZ) and the truck manufacturer MAZ will certainly try to increase their share in Russian government procurement.
Meanwhile, a detailed study of the document makes it clear that the restrictions will affect a very narrow segment. Firstly, some foreign companies left the market last year. In this case, the government decree simply fixes the current state of affairs. Secondly, the public procurements in question are regulated by the Federal Contract System (FCS): this includes regional and federal authorities, as well as budgetary organizations — clinics, schools, universities, hospitals and even kindergartens. A significant part of such institutions does not need construction equipment. But its largest consumers — state-owned companies — are not subject to the ban. This means that Rostec, Gazprom, Rosseti and all other big players will be able to freely place their orders with foreign manufacturers — their purchases are regulated by a separate law No. 223-FZ.< br /> Analysts confirm that government purchases account for no more than 25% of the market for new construction equipment. "Most consumers of special equipment — commercial organizations", — notes the CEO of Trade House "Vertical" Gevorg Hakhverdyan.
The only category that will actually be affected by the anti-sanctions is — administration. Large cities and entire constituent entities of the Russian Federation still purchase equipment for their own needs: cranes, graders and loaders go to the balance of various departments of urban planning policy and housing and communal services.
In a few years, a situation may arise when newer excavators from Russia and Belarus will have to be written off, and the old foreign equipment will continue to work.
For example, St. Petersburg City Improvement Committee has been purchasing Bobcat, JCB and Multicar equipment for several years in a row. From 2015, it should be replaced by the products of the Kurgan and Uglich machine-building plants, the Belarusian MTZ, as well as the Tosnensky mechanical plant from the Leningrad region.
