After the Ministry of Industry and Trade of Russia announced about the launch of an import substitution exchange, analysts began to speak (see How the Ministry of Industry and Trade implemented the Import Substitution AIS) his opinion. Boris Kharas, chairman of the Union of Software Developers for the Fuel and Energy Complex, noted three problems:
1. How to bypass Federal Law 44 and Federal Law 233? Who and how can buy products on the trading floor without competitive procedures?
2. Who and how will ensure the implementation of complex equipment purchased on the site?
3. Specialized software and process control systems cannot be bought on the trading site, since their implementation requires the involvement of engineers and developers. It also requires the integration of technologies into the information landscape of the customer, which is usually implemented by the developer and integrator.
Traditionally, the exchange is a tool for selling a commodity. Cement, bricks, flour, sugar, light bulbs, chairs, etc. But not technology. To help promote domestic technologies today, high-quality navigation by product type is required. So that the customer can quickly select domestic analogues. We need a high-quality classifier and a high-quality database of correspondence between domestic and foreign technologies. To start with large strokes. We have repeatedly drawn the attention of the leadership of the Ministry of Industry and Trade to obvious gaps in the all-Russian classifier of products OKPD2, and in particular to the absence of a class of automated control systems. But things are still there.
