Chubais wrote a letter to Novak on the construction of renewable energy

The Association for the Development of Renewable Energy (ARVE, unites investors in RES) sent a letter to Deputy Prime Minister Alexander Novak with a proposal to exempt investors in RES from fines for disrupting the launch of new stations for at least two years (a document dated March 4 is available from “Kommersant”, ARVE confirmed its dispatch). We are talking about 4.5 GW facilities scheduled for commissioning in 2022-2027. Because of the sanctions, these projects have risks — "the impossibility of securing financing, supplies of equipment, raw materials and consumables," writes Anatoly Chubais, co-chairman of the ARVE. He also asked not to shorten the term of power supply contracts (CSA RES).
The construction of RES in the Russian Federation is paid for by electricity consumers through increased payments for capacity under CSA RES. Contract term — 15 years, basic yield — 12% (at the OFZ rate of 8.5%). At the same time, the investor is obliged to enter the object on time, otherwise he will be charged a fine of 25% of the payment. The generator also loses payment for each year of delay, as the CSA is not renewed.
During the pandemic, investors have already delayed the launch of stations, but regulators did not automatically cancel fines: generators had to in each case, present evidence of force majeure to the "Market Council"; (energy market regulator). Practice has shown that & laquo;the external environment (consumers and infrastructure organizations) is not disposed to make decisions in favor of investors in renewable energy projects," notes Mr. Chubais. far Kommersant
