Oleg Melnikov agreed in Bishkek to support public procurement by Gazprombank

In the presence of the Minister of Finance of the Kyrgyz Republic Almaz Baketaev, an action plan was approved for the introduction of banking support for contracts in the territory of the Kyrgyz Republic. The corresponding signing took place as part of a meeting with the participation of Gazprombank, the Ministry of Finance of the Kyrgyz Republic, as well as banks with state participation and key government customers.
The action plan was developed in pursuance of the memorandum signed during the visit to the Russian Federation of the Chairman of the Cabinet of Ministers – Head of the Administration of the President of the Kyrgyz Republic Akylbek Zhaparov in November 2021. The working group will have to prepare a technological and regulatory framework for the provision of services in the Republic, as well as identify pilot projects, which will be supported by banks of Kyrgyzstan with state participation. Key task – to ensure the readiness of the public procurement program of the Republic for the transition to banking support as early as July 2022. This work is carried out as part of the instruction of President Sadyr Zhaparov to carry out a large-scale reform of the public procurement system.
"Today, the introduction of banking support in Kyrgyzstan is in full accordance with the signed memorandum. We are very happy that our competencies and services can serve the benefit of the economy of Kyrgyzstan and we see the decisive attitude of the Cabinet of Ministers, which allows us to talk about the great potential for the development of banking support for contracts on the territory of the Republic. The use of the tool will make it possible to strengthen control over the calculations of contractors receiving funding from the budget, provide additional guarantees for the execution of contracts, which ultimately will allow achieving the best results in the implementation of the state's procurement policy, – noted Executive Vice President – Oleg Melnikov, Head of the Department for Banking Contract Support of the Bank, after the signing ceremony.
« In order to strengthen financial stability in the management of public finances to implement the requirements of the President of the Kyrgyz Republic Sadyr Zhaparov, the Ministry of Finance, together with Gazprombank, is developing new approaches. One of them is the banking support of contracts, which will ensure the targeted use of budget funds. The launch of this project will contribute to the effective tracking of the movement of budget funds up to the final implementation of government contracts, – said the Minister of Finance of the Kyrgyz Republic, Almaz Baketaev.
