Pavel Sorokin: It is necessary to ensure greater transparency in the processes of preparing project documentation

Moscow, 14 December. – Subsoil user companies need to update design documents of developed hydrocarbon fields more often. The ability of the project to qualify for certain tax incentives from the state should depend on how up-to-date data the regulator has, Pavel Sorokin said at the round table Congress "Innovative practice: science plus business" on the topic "National audit of reserves: transformation of competencies and business processes in subsoil use".
Project documents for field development contain all basic information about the field being developed, including plans and terms of its operation. At the moment, the Ministry of Energy of Russia, together with other departments, is working to raise the standards for the transparency of their preparation, and will also work out mechanisms for updating them. When the inventories were carried out, it turned out that a very large part of the documents were 5 years old, which does not reflect the real picture and the real plans of the companies for the development of projects. The lack of project documents or their irrelevance should affect the ability to receive tax benefits and the ability to apply for them. Now we already see a very big potential both in terms of increasing trust between companies and the state, and in terms of better administration of processes in the industry,” the Deputy Minister noted.
According to him, in the future, subsoil user companies should switch to the practice of regularly changing project documents in the event of external conditions or changes in development parameters and terms.
« Definitely, digital systems are needed here that would allow this to be done quickly. I think in the future we will come to a common understanding on this issue,” he added.
