Mikhail Mishustin simplified the requirements for joining industrial clusters

On November 22, 2021, at a meeting in the Government of the Russian Federation, Mikhail Mishustin said: “We have good mechanisms that provide for the possibility of subsidizing up to half of the costs of industrialists at all stages of production. But it is important to closely monitor the effectiveness of these support measures, how they work and how affordable they are for business, and, if necessary, adjust them. To do this, during trips to the regions, we often visit a variety of enterprises and communicate with entrepreneurs. We had a very detailed conversation on this subject during our visit to the Moglino industrial cluster. in the Pskov region.
As a result of such discussions, the Government is now softening the requirements for joining industrial clusters, which are formed on the basis of cooperative ties. Now structures that do not yet have contractual relations with other participants can become their residents. They will have three years to set up production and conclude contracts with residents for the purchase or supply of products.
In addition, for a number of regions, primarily – where the socio-economic situation is particularly difficult, the requirements for the level of cooperation within the cluster have also been reduced from 20 to 10%. All this will allow more enterprises to receive state support, will provide an opportunity to build full-fledged industrial chains, create new high-tech industries, and increase competitive advantages.
It is important to produce products with high added value based on domestic components.
The main story of the – reducing the requirement for the overall level of the so-called functional dependence of industrial cluster enterprises from 20 to 10% for regions with a low level of socio-economic development, geostrategic territories and single-industry towns. That is, cluster members that produce finished industrial products must now purchase from their neighbors who are intermediate producers at least 10% of products, works and services.
At the same time, an innovation appeared in the resolution, thanks to which an industrial cluster can now include up to three companies that do not have cooperative ties with other participants. Such enterprises will be required to conclude relevant contracts with cluster residents for the purchase or supply of industrial products within three years. The resolution also made changes to the requirements for the industrial cluster development program, which each such project must have. Now such programs, in addition to the previous information, will contain an analysis of potential investment opportunities – so-called investment niches for the implementation of import substitution projects.
Now in Russia there are about 50 industrial clusters, which unite about 700 participating enterprises.
