The government allows the use of foreign standards in industrial construction

Because of the need to attract investment in the economy, the White House is ready to simplify the use of foreign standards in industrial construction — amendments to this were developed by the Ministry of Construction. In addition, the department proposes to release government authority to approve standards. It is assumed that the measures will add flexibility to regulation and stimulate innovation in construction, which will reduce its time and cost.
The Ministry of Construction intends to stimulate the development of innovative technologies in industrial construction — for this, the agency is ready to review the requirements for compliance with security standards, follows from the amendments to the law "Technical Regulations on the Safety of Buildings and Structures" published on regulation.gov.ru. It follows from the document that both national standards and codes of practice and standards of organizations approved by the department, as well as foreign ones, can be used in the design and construction. In the latter case, companies will have to justify the compliance of the design values ​​and characteristics of the building or structure with the safety requirements — results of studies, certified tests and calculations, modeling of scenarios of natural and man-made disasters.
The new mechanism will allow the use of foreign technologies, international building codes, design standards, including Eurocodes, as a justification for the safety of buildings and structures. indicated in the summary report for the project.
"With the introduction of new foreign technologies, innovative, energy-efficient and environmentally friendly technologies and standards in construction will be quickly introduced," — noted in the Ministry of Construction.
In addition, it is proposed to transfer the authority to approve documents in the field of standardization from the White House to the level of the Ministry of Construction — this should speed up the process of revising the requirements and introducing innovations in the construction industry.
Note that the possible transition of construction to European standards began to be discussed by the Russian authorities back in 2010 — then it was about the gradual harmonization of the national and European systems of technical regulation, but discussions subsided with the deterioration of relations with the EU in 2014.
The topic received a new round due to the need for the government to increase investment in the economy.
Thus, the deregulation of industrial construction is part of the White House's work to stimulate capital investment along with the launch of the SZPK mechanism, support for regional investment projects and reconfiguration of the financial market. The measures proposed by the Ministry of Construction for the recognition of design documentation made in foreign systems were included in the "road map" on reengineering of industrial construction rules — however, it was assumed that the project would be ready only in September 2022.
