Rostekhnadzor held a meeting on the basis of JSC "PNIIIS"

October 8, 2021 at JSC "Production and Research Institute for Engineering Surveys in Construction" an extended field meeting of section No. 1 of the Scientific and Technical Council of Rostechnadzor "Issues of improving state regulation of safety, supervisory activities" was held.
The key topic of discussion was the issues of ensuring the competence of employees in in the field of industrial safety, on the safety of hydraulic structures, safety in the field of electric power industry.
During the meeting, a set of proposals was developed to improve the certification system for these workers, expand the scope of the institution of independent assessment of their qualifications, as well as the use of tools for professional and public accreditation of educational programs. The participants of the meeting separately noted the importance of a comprehensive scientific and technical study and testing of new digital tools for assessing the competence of personnel.
the first system of professional and public accreditation of additional professional programs in the field of industrial safety developed by educational organizations on the basis of standard programs was presented, approved by order of Rostechnadzor No. 155 dated April 13, 2020.
Summing up the results of the meeting, the chairman of section No. 1 Dmitry Yakovlev informed the participants about the consideration of a number of proposals received during the the activities of the Service. Some proposals will be taken into account in the work on the draft federal law "On Industrial Safety", some – when preparing a draft Decree of the Government of the Russian Federation "On the preparation and certification in the field of industrial safety, on the safety of hydraulic structures, safety in the electric power industry", which will replace the current Decree of the Government of the Russian Federation of October 25, 2019 No. 1365.
In addition, the National Council for Professional Qualifications under the President of the Russian Federation also proposed to Rostechnadzor to prepare amendments to the Labor Code of the Russian Federation regarding the application of professional standards in the regulation of labor activities associated with increased risks. This draft law is planned to be included in the legislative activity plan of the Russian Government for 2022.
