The Perm Refinery (LUKOIL-Permnefteorgsintez) is building a catalytic cracking unit with a capacity of 1.8 million tons per year.


PJSC "LUKOIL" announced the start of the project for the construction of a catalytic cracking complex at the Perm Oil Refinery. The project will be implemented within the framework of an agreement with the Ministry of Energy of the Russian Federation on the provision of an investment allowance to the returnable excise tax on petroleum feedstock for the period until January 1, 2031.

The capacity of the Complex for feedstock will be 1.8 million tons per year. The complex will include a catalytic cracking unit, a unit for the production of high-octane gasoline components, as well as off-site facilities. A distinctive feature of the Complex – high adjustable propylene output.

The launch of the Complex is planned for 2026, and will allow to increase the production of high-octane motor gasolines, as well as to start production of polymerization-grade propylene for use as raw material in the Company's petrochemical production facilities. PJSC LUKOIL

​ LLC "LUKOIL-Permnefteorgsintez" - one of the largest and high-tech oil refineries in Russia. It is a 100% subsidiary of PJSC "LUKOIL". The plant is located in the east of the European part of the Russian Federation, five kilometers from Perm. LUKOIL-Permnefteorgsintez processes over 14 million tons of hydrocarbons per year and produces a wide range of high quality products. About 40% is shipped abroad. Products are manufactured under the control of a quality management system certified in accordance with the requirements of the international standard ISO 9001. Modernization of production and measures to reduce the anthropogenic impact on the environment allow the company to maintain a high level of environmental safety.
In 2015, the Perm Refinery was put into operation complex for processing oil residues (KPNO). Project KPNO — the final stage of a large-scale program, thanks to which the depth of oil refining at the plant reached a record high for Russia — 98%. This allowed LUKOIL-Permnefteorgsintez to be the first in Russia to completely switch to oil-free production.
The next stage — technical re-equipment of the hydrocracking catalyst regeneration unit, construction of an intermittent loading rack for light oil products, additional equipment of the AVT-5 unit with a CDU unit, reconstruction of the flare system, modernization of control systems and production automation. The implementation of modernization projects makes it possible to ensure the stable and efficient operation of the enterprise.
