Transneft plans to approve IT strategy in September

As it became known to “Kommersant”, "Transneft" prepared an IT strategy, within which it plans to invest RUB 38.2 billion in digital transformation. in 2021–2025. The document provides for ten development programs, which include the digital development of the main processes of transport structures, the management of the dispatching of oil and oil products, improving the reliability and efficiency of the main pipelines, digital engineering, digital construction, and digital back office. In general, the programs include 29 projects for 14 billion rubles, another 32.2 billion rubles. it is supposed to be spent on the development of IT infrastructure.

The company's total budget for IT until 2025 in the base case will be 110 billion rubles, while there are other scenarios. Thus, the scenario without an optimization program, but with new implementations, involves investments of 128 billion rubles. until 2025; version with optimization program and new implementations — 117 billion rubles until 2025 (and it is assumed that the effect of optimization will cover new implementations by 56%); taking into account the optimization program, but without new implementations — 99 billion rubles.
The essence of the optimization program lies primarily in the integration of the information technology department Transneft» and its subsidiary "Transneft-Technologies" (TNT). Among other things, it is planned to reduce up to 15% of TNT staff by 2023, and transfer up to half of the remaining employees to remote work — this will save on office rent and give up 60% of the premises currently occupied. As a result, TNT's work rates by 2023 should be 30% lower than now, and 5-10% lower than those of external contractors. In general, due to the optimization of the IT structure, Transneft expects to save an additional 11 billion rubles. until 2025.
