In September 2020, the leading economic institute of the USSR Ministry of the Oil Industry (Minnefteprom of the USSR) celebrated its 55th anniversary. The history of VNIIOENG dates back to 1965, and in November 1992, by Decree of the President of the Russian Federation, the institute was transformed into a joint-stock company. Over the years, VNIIOENG has become one of the leading research institutes in the fuel and energy complex. Yury Olegovich Aganov was appointed in July 2021

For many years JSC «VNIIOENG» successfully cooperated with such organizations as the Russian Ministry of Energy, Transneft, Gazprom, and its subsidiaries, Zarubezhneft, the Caspian Pipeline Consortium, Tatneft, LUKOIL, Yukos, ; TNK, Slavneft, Rosneft, VSNK, Surgutneftegaz, with the administrations of many constituent entities of the Russian Federation, etc.
Over the years, the institute's business partners have also been foreign organizations – oil corporation "Chevron" (USA), consulting firm MAI (England), oil company «Elf Akiten» (France), oil and gas company «Erdoyle Erdgaz» (Germany), joint venture «Vietsovpetro» (Vietnam), Petron Industries Inc. (USA) and others
