The Accounts Chamber assessed the efficiency of spending budget funds on the reproduction and use of natural resources, as well as the subsoil fund management system. In particular, she pointed out that some of the strategic types of mineral raw materials are imported, which creates risks for Russia's national security.
« Management of the state subsoil fund is not efficient enough. The absence of a set of measures for import substitution of scarce strategic types of mineral raw materials creates risks for the country's national security in the face of an uncertain foreign policy situation, — the auditor Aleksey Kaulbars came to the conclusion.
He stressed that more than 86% of the types of solid minerals are not being explored, including 12 out of 29 imported ones. In addition, a systematic set of measures for import substitution has not been defined, except for individual measures for titanium and manganese.
The report of the Accounts Chamber states that the audit revealed a low level of achievement of indicators for the reproduction of scarce and strategic minerals (32%), insufficient regulation and interdepartmental interaction, as well as the lack of a risk management system.
“In total, during the audit, the Accounts Chamber identified 42 significant risks, most of which can be minimized,” — concluded Kaulbars.
He also noted the technological backwardness of the mining complex, which leads to significant losses of mineral raw materials during its extraction and processing.
