A draft law on extending the service life of technical devices, buildings and structures at hazardous production facilities was adopted in the first reading

On May 18, 2021, the State Duma adopted in the first reading the draft federal law “On Amendments to the Federal Law “On Industrial Safety of Hazardous Production Facilities” regarding the operation of buildings, structures and technical devices at hazardous production facilities».

The draft law introduces new regulation on issues of extending the service life of buildings, structures and technical devices
at hazardous production facilities (beyond the deadlines specified by the designer or manufacturer). The decision on further operation will be made by the head of the operating organization, taking into account the results of a survey of the technical condition of buildings and structures or technical diagnostics of technical devices. This eliminates the need for industrial safety expertise to extend the service life.

At the same time, the requirements for conducting a survey of the technical condition of buildings and structures or technical diagnostics of technical devices by qualified specialists are determined. Relevant specialists will be able both to be on the staff of the enterprise itself, and to be involved on a contractual basis.

The draft law was presented at the plenary session of the State Duma by the Secretary of State – Deputy Head of Rostechnadzor Alexander Demin.
