The Ministry of Industry and Trade sent to the Ministry of Finance a revised version of the draft government decree on new requirements for renewable energy plants selected under the support program for 2025-2035 (the document of July 27 is available to Kommersant, the Ministry of Finance confirmed its receipt).
The revised project has a higher export target for — the ratio of proceeds from sales of equipment for export to the cost of a renewable energy station in the Russian Federation. The indicator for wind and solar stations (wind and solar power plants) with commissioning in 2025-2030 will be 5%, and in 2031-2035 — 15%. The indicator for mini hydropower plants is set at 3& ndash;5%. If the investor fails to comply with the requirement, the capacity fee will be reduced by 20%.
In the final version of the document, fines for failure to reach the level of localization of equipment — up to 100% of the payment for capacity for all types of RES from 2025. The total payment for the capacity of renewable energy generation under the new program is set at 400 billion rubles, subject to high competition, this money will be enough to build up to 8.5 GW of new stations, calculated Maxim Baranov from Vygon Consulting.
Ministry of Energy, follows from a letter to the Ministry of Industry and Trade (a document dated July 31 is in the possession of Kommersant). At the same time, the ministries still disagree on a number of details of the program. The Ministry of Industry and Trade told Kommersant that "the draft changes are being discussed with the relevant departments."
In addition to the requirements for the localization and export of equipment, regulators still need to decide on a support mechanism. Investors insist on maintaining capacity supply contracts (CDA, which provides a return on investment through increased capacity payments). Regulators also propose to select projects at the lowest price of electricity (one-part tariff for 1 kWh). The finalized package of legal acts is planned to be submitted to the government in October, this decision was made following a meeting in the government on August 4, Kommersant was told. at the Ministry of Energy. further Kommersant
