On June 9, 2020, the Ministry for the Development of the Russian Far East submitted a draft law on the admission of private investors to the Russian Arctic shelf, the TASS news agency reported. The draft law published on the portal of normative legal acts says – “The right to use a subsoil plot is granted to any legal entities, including foreign ones, that meet the following requirements: state registration of a legal entity or a subsidiary of a foreign legal entity must be carried out on the territory of the constituent entities of the Russian Federation that are part of the land territories of the Arctic zone of the Russian Federation or to the Far Eastern Federal District. The document notes, that the functions of an agent of the government of the Russian Federation can be carried out by an organization, 100% of whose shares (stakes, shares) belong to the Russian Federation, an organization that is an institution for the development of the Far East and the Arctic, or an organization whose sole shareholder is the state corporation “VEB. RF” - the bill emphasizes. The Fund for the Development of the Far East and the Arctic (FRDV) is proposed as a candidate.
