At the Russian Energy Week Denis Manturov, Minister of Industry and Trade of the Russian Federation, spoke about the work to modernize the fuel and energy complex using the developments of the Russian defense industry. “We have begun to provide the oil and gas sector with equipment as part of import substitution together with the Russian Ministry of Energy. We are talking about a wide range of industrial products, on which restrictions were imposed on the supply to our country. On the one hand, this led to difficulties for the oil and gas sector, and on the other hand, there was a chance or, as they say, a "challenge" for our businesses. Those enterprises that can produce such equipment. In previous years, I no longer take the 90s and even the early 2000s, developed on the basis of research and development projects, equipment samples, which were then "put on the shelf"; and they were not in demand. We became convinced of this after the results of intellectual activity began to be registered, on the balance sheet, and then transferred to the enterprises that were executors. This happened due to the fact that our oil and gas companies, unfortunately, were looking at Western producers. On the one hand, this is understandable - Western companies have historically produced high-quality and modern equipment, but our enterprises did not have the declared demand. Therefore, at the end of 2014, the Ministry of Energy of Russia, together with Alexander Valentinovich Novak, formed a working group. We know the conventional wisdom that "if you want to fail something, then form a council or a working group," but our working group convinced the opposite. We did not fill up the topic, but on the contrary - developed it. Since 2015, we have formed 12 more technology areas, subgroups, which were formulated and formed by oil and gas companies in the general working group. Each group was moderated by a representative of an oil and gas company. On the one hand, this seems like a Jesuit way to achieve the goal, but on the other hand, it is a real tool when moderators invite representatives of those enterprises that are interested in the production of import-substituting products. Research organizations were also involved. And as a result, this work began to move forward. Moreover, if the President set the task of diversifying in 2016, then we began to actively attract defense industry enterprises from the end of 2014.
