Vladimir Iosifovich Resin was born in 1936 in Minsk.

Graduated from the Moscow Mining Institute. Doctor of Economic Sciences, Professor.

Worked at enterprises of the coal industry, assembly and special construction of the USSR.

Since 1974 - in senior positions in the construction industry of Moscow.
