SIBUR started construction of a new petrochemical plant in Perm

A solemn ceremony of driving the first pile for the production of general-purpose plasticizer – dioctyl terephthalate (DOTP) – with a capacity of 100 thousand tons per year.
The solemn ceremony symbolizing the start of construction was attended by Magomedsalam Magomedov, Deputy Head of the Presidential Administration of the Russian Federation, Maxim Reshetnikov, Governor of the Perm Territory, Mikhail Karisalov, Chief Operating Officer of SIBUR, Pavel Lyakhovich, Managing Director of SIBUR, General director of the Perm site Konstantin Yugov, as well as other company executives and government officials.
The construction project is being implemented in partnership with the Perm Territory under a special investment contract signed for 8 years, which will attract additional investment to the region and create highly productive, high-tech jobs. The start of production is scheduled for 2019.
DOTP is one of the key components of floor and roof coverings, wallpaper, cable compounds and other products in the construction industry.
Products using DOTP have an increased strength and wear and frost resistance. In addition, DOTP is a phthalate-free plasticizer, so solutions based on it meet the highest environmental requirements.
DOTP production will be provided with SIBUR raw materials and will become the next redistribution in the value chain. The market deficit of basic plasticizers in Russia is about 60 thousand tons per year and is being replaced by supplies from Europe. The project for the production of DOTP at the Perm site of SIBUR will significantly replace the import of analogue products and start supplying plasticizers to export markets, where demand for DOTP is also growing rapidly.
Within the framework of the project, a license agreement was signed with a Korean company Aekung. NIPIGAZ – Russia's leading center for design, supply, logistics and construction management. Construction, installation and commissioning works will be carried out by Russian contractors.
