The problem of modernizing the oil refinery was already discussed in Kirishi at the meeting " On the state of oil refining and the oil products market in the Russian Federation." Chairman of the Government of the Russian Federation Vladimir Putin then noted: “All companies must present specific programs for the reconstruction and development of refineries. In the future, I ask you to substantively consider them at the Government Commission on the Fuel and Energy Complex. It is necessary to constantly monitor the implementation of companies’ plans for the development and renewal of production. Moreover, these plans must be enshrined in legally binding documents. In this regard, I support the idea of ​​signing legally binding agreements between FAS, Rostechnadzor and Rosstandart on the one hand and specific oil companies – on the other hand, on the implementation of programs for the construction and reconstruction of oil refining capacities."
Oil refiners have not fulfilled their obligations to modernize – Planned investment programs have not been implemented. In 2008–2010, 254 billion rubles were planned for investments in deep processing, and 177 billion rubles were spent. Many processes were postponed to 2011–2015.
