"Rosneft" and Chinese Beijing Enterprises may sign an agreement on cooperation in the gas sector as part of the meeting of the heads of government of Russia and China, which will be held on November 7 in St. Petersburg. This was reported to journalists by a source in the apparatus of the government of the Russian Federation.

"There is an agreement between Rosneft" and Beijing Enterprises on cooperation in the gas business,” he said, adding that the document is at the final stage of approval.

In June 2014, at the presidential commission for the development of the fuel and energy complex, the issue of creating a consortium of companies in the oil and gas sector for the construction of pipelines of the Eastern Gas Program, the basis of which will be the Power of Siberia, was raised. The possibility of including volumes from independent producers and associated petroleum gas from oil companies in export deliveries was also discussed. As a result, Russian President Vladimir Putin instructed the government to work out the possibility of granting independent gas producers the right to export from new fields in Eastern Siberia and the Far East, as well as participation in the construction of a gas transmission system on "economically justified conditions."

Independent producers announced their readiness to export 20-30 billion cubic meters of gas per year to China. "Rosneft" reported that it was ready to supply by 2020 for the Power of Siberia gas pipeline; about 16 billion cubic meters of gas annually from its eastern fields. But the head of Gazprom Alexey Miller is sure that in the projected "Power of Siberia" there is no place for gas from independent producers.

Before that, in 2013, the head of Rosneft Igor Sechin managed to achieve the liberalization of exports of liquefied natural gas (LNG), although he had previously declared support for the preservation of Gazprom; export monopoly.

Currently, only Gazprom has the right to export pipeline gas.
