LUKOIL Perm Oil Refinery is preparing for modernization: catcracking, high-octane gasoline and new methods of oil production
27.08.2025
LUKOIL Oil Corporation is expanding its production capabilities. Construction of a modern catalytic cracking complex has begun on the territory of the Perm oil refinery. Construction work has started at the LUKOIL-Permnefteorgsintez LLC facility. The project is scheduled to be completed by the end of 2027.
Key characteristics of the project
The initiative was announced in 2021 and involves the construction of a complex with a capacity of 1.8 million tons annually. The new production facility will include:
- Installation of catalytic cracking
- Equipment for the production of high-octane gasoline components
- General-purpose infrastructure facilities
The launch of this complex will increase the share of light oil products by 12 percentage points. The total output rate will reach 82%.
The construction project has received the status of a priority investment initiative. Up to 3,500 specialists of various profiles will be involved in the implementation process. The territory of the new production complex covers 47 hectares.
Financial results of the company
LUKOIL-Permnefteorgsintez LLC manages the activities of the Perm Oil Refinery. The company was established in 1958. The plant joined the LUKOIL Group in 1993. Today, this production is one of the leading Russian oil refineries. The plant&s revenues in 2024 reached 64.496 billion rubles against 56.22 billion in 2022. The net profit amounted to 6.721 billion rubles.
The Perm Oil Refinery has unique technological capabilities. The plant produces a wide range of products, from motor fuels to special petrochemical products. Modernization of production facilities is carried out regularly, which allows maintaining high quality standards.
Advanced solutions in oil production
In parallel with the construction of the processing complex, LUKOIL Corporation is introducing advanced hydrocarbon production technologies. Special attention is paid to the development of deposits in the difficult climatic conditions of the Yamalo-Nenets Autonomous District. The new technology has demonstrated high performance. The method will be used to extract hard-to-recover oil reserves in the region. This demonstrates the company&s commitment to technological innovation and optimization of production processes. The Yamalo-Nenets Autonomous Okrug is characterized by extreme natural conditions. Temperatures reach minus 50 degrees Celsius. Permafrost creates additional technical difficulties. New mining methods take these factors into account and ensure efficient operation of the equipment.
Strategic perspectives
The construction of a modern complex at the Perm plant and the use of innovative extractive technologies reflect LUKOIL&s long-term strategy. The Corporation is consistently developing and modernizing its production base. This approach strengthens the company&s competitive position in the domestic market. At the same time, the potential for expansion into international markets is increasing. Investments in technological renewal form the basis for sustainable growth in the long term.
The environmental component also plays an important role. Modern installations ensure deeper processing of raw materials and reduce the impact on the environment. This corresponds to global trends in the sustainable development of the oil and gas industry.
