Ugra&s strategy: retaining 40% of Russia&s oil production until 2050
26.08.2025
The Khanty-Mansiysk Autonomous Okrug (Yugra) has approved a long—term strategy for the development of the oil industry, calculated until 2050, with the ambitious goal of maintaining the status of a key oil-producing region in Russia and providing about 40% of the country&s total oil production. By 2030, the region plans to restore oil production to a record level of 216 million tons per year, reached in 2023, and maintain this volume for the next twenty years.
A set of measures has been developed to achieve these goals. Among the priorities are the rational development of reserves at existing fields and the commissioning of new ones, the intensification of geological exploration and a significant increase in the coefficient of oil recovery from reservoirs using modern technologies. Intensive expansion of the mineral resource base and technological modernization of production are planned.
The implementation of the strategy is entrusted to the Department of Subsoil Use and Natural Resources of Ugra, which will work closely with the federal subsoil management authorities, in particular Rosnedra. Together, they are developing specific mechanisms and steps aimed at stabilizing production and ensuring the economic sustainability of the region.
Despite the recent slight decrease in production due to OPEC+ international agreements and external factors, the region has enormous potential due to its rich hydrocarbon reserves and developed infrastructure. More than 70% of Ugra&s budget is generated by the oil industry, and since 1964, over 13 billion tons of oil have been extracted from the depths of the district.
The strategy is synchronized with federal programs, including the Russian Energy Strategy and the Strategy for the Development of the Mineral Resource Base until 2050, and has also received approval from the Federal Agency for Subsoil Use. This ensures unity of planning and support at all levels of government.
Thus, Ugra maintains and strengthens its position as one of the world leaders in oil production, ensuring the long-term stability of the industry, technology development and economic security of the region.
