Alexander Novak: full independence of the oil and gas industry from foreign supplies is planned only by 2030

The Russian Ministry of Energy has reported significant successes in the field of import substitution in the oil and gas sector. The head of the department, Sergey Tsivilev, said that at the moment it has already been possible to replace about 90% of the technologies.
Thus, the Minister noted the successful localization of 1800 out of 2000 imported technologies and components. The remaining 200 positions are planned to be replaced by 2027.
Tsivilev added that earlier Russian producers were guided by the standards of the American Petroleum Institute (API). However, Russia is currently actively working on the creation and implementation of its own national standards, on the basis of which technologies and equipment necessary for the industry are being developed and manufactured.
According to Deputy Prime Minister Alexander Novak, in 2024, the volume of production of oil and gas equipment in Russia will exceed 500 billion rubles. Full independence from foreign supplies is expected no earlier than 2030.
As for the software for oil and gas, the situation here is more complicated. The level of import substitution is only 40-60%. In particular, in 2023, Russian oil and gas companies allocated only 19% of their budgets to domestic software; the remaining 81% of expenditures fell on foreign developments.
