New Management: Alexander Balashov Becomes Head of the Borets Group

18.05.2025

Alexander Balashov took the post of head of Borets Production Company LLC, the main organization in the structure of the oilfield services holding of the same name. The previous general director, Alexander Oksman, left his post. A record of these changes appeared in the Unified State Register of Legal Entities on May 15.
The reshuffle in the management team was preceded by important legal events. On March 28, the Arbitration Court of the Kaliningrad Region supported the claim of the Prosecutor General's Office of Russia. The court ruled to transfer the oilfield services group to state ownership. Previously, the company belonged to Saltecor Investments International Commercial Company (99.99% of the capital) and the Oil Production Equipment Development Center International Commercial Company from the Seychelles (0.01%). About a month ago, control over Borets was transferred to the Federal Property Management Agency.
Alexander Balashov also heads Ural-Siberian Industrial Company (USPK), a well-known Russian manufacturer of drilling rigs and related equipment. USPK is engaged in the creation of domestic drilling rigs and components for them. The company works in a full cycle: from design to installation and subsequent maintenance. USPK's assets include numerous successful projects for the installation and supply of its own drilling rigs.
Borets Group is a vertically integrated structure in the field of oil engineering. The company is engaged in the creation, production and maintenance of equipment for oil production. The Russian market remains a priority area of activity for Borets. A significant part of the revenue also comes from orders from the Middle East, North Africa and North America.
The transition of Borets under state control occurs during a period of increased attention to import substitution in the oil and gas industry. Experts note that strengthening the positions of domestic manufacturers of oilfield service equipment is becoming a strategic task for ensuring the country's energy security. The appointment of a manager with experience in creating Russian drilling rigs speaks of plans to further develop the company's production potential.
