Requirements for industrial safety assessments are becoming more stringent

The government supported a bill submitted to the State Duma by senators that increases the period for holding experts administratively liable for knowingly providing false industrial safety expert opinions from one to three years. It is also proposed to initiate administrative cases based on the results of investigations into accidents and incidents at work without separate inspections. Experts, however, doubt the effectiveness of the measures, fearing abuses by inspectors, and point to the priority of preventing accidents rather than worsening their consequences.
The amendments to the Code of Administrative Offenses propose increasing the statute of limitations for knowingly providing a false industrial safety expert opinion to three years and clarify the procedure for calculating it — from the date of registration of the document in a special register. Currently, the statute of limitations for such violations is one year. Kommersant
