Difficulties with payments to China are compounded by logistical problems

22.08.2024

Since July, logistics with China have become significantly more complicated, Alexey Poroshin, General Director of JSC Pervaya Gruppa, told Izvestia. According to him, previously the problem was mainly how to transfer money for goods from the Russian Federation to Chinese banks. However, three weeks ago, Chinese suppliers began asking Russian buyers to ship through third countries.

Since last month, the situation has become more complicated with both bank transfers and logistics, agreed Ilona Gorsheneva-Doluts, a representative of Opora Rossii in China (Guangdong Province). She added: a number of Chinese suppliers have indeed started asking Russian entrepreneurs to ship goods through third countries.

This was also confirmed by Alexey Razumovsky, Commercial Director of Impaya Rus. According to him, such a requirement is set for sanctioned products, including electronics.

This primarily concerns products that are on the stop lists of codes for foreign economic activity (such codes are assigned to each type of product), Ilona Gorsheneva-Doluts agreed. But there are also cases with products that are not on this list. Such tightening is due to the ongoing pressure from the West on the Chinese banking system, the expert believes.

This is not a common story, Alexey Razumovsky noted. At first, suppliers made some concessions, but now the situation is getting tougher — some buyers are presented with a fait accompli, he shared.

Those suppliers who do not have the opportunity to accept payments from Russian companies through Chinese banks or a branch of a Russian credit institution in China may ask to ship goods through third countries, explained the general director of the importing company Atvira, an expert in foreign economic activity, Ekaterina Kizevich. For them, the only option to receive money is through other countries. This means that there must be documentary evidence that the goods are also shipped there.

Such organizations are afraid of the "Russian trace". However, this concerns rather those who do not want to adapt to current realities. Those who want to work with Russian businesses continue to ship goods as before, the expert emphasized.

Everything depends on the industry, says Oleg Abelev, head of the analytical department of the investment company "Rikom-Trust". According to him, there are indeed segments, where there are such requests from counterparties.

Delivery via third countries, such as Iran, is possible, noted Ekaterina Kizevich. And some logistics companies have already started using new directions, she said. However, such routes are not "tested", it takes time to form them so that there are no difficulties with transportation.

Now businesses are looking for new opportunities, agreed Alexey Razumovsky from Impaya Rus. However, this leads to additional costs - in fact, the agent's commission is added. Because of this, the final price of the goods increases, the expert emphasized. And if the cost increases, the volume of imported products will decrease.
