Rustam Abdulmutalimovich Alypkachev has been appointed press secretary of the Russian Minister of Energy Sergei Tsivilev. The graduate of the Faculty of Journalism of the Lomonosov Moscow State University replaced the recently departed Pavel Fedorov, who had served as his press secretary throughout Nikolai Shulginov's tenure.

Observers are unable to keep up with the change in the heads of the press service of the Russian Ministry of Energy. A kaleidoscope of appointments: Marina Kotsubinskaya, Karina Khamizova, Tatyana Bosyuk, Anna Ryzhova ... The number of employees of the press service of the Ministry of Energy is also shrinking, like shagreen leather. Andrey Pogosyan, Elizaveta Blinova, Yana Kachurina, Elizaveta Vornovitskaya, Olga Kazanskaya and others left the ministry building on Shchepkina and moved to other organizations. The international cooperation department is supervised by coal miner Sergei Mochalnikov, and not by Pavel Sorokin, who knows languages ​​very well and has worked and conducted negotiations abroad. For some reason, the Security Department is not under Yevgeny Grabchak, who regularly "puts out fires", and financial and property relations are not under Anastasia Bondarenko. There are also many oddities in terms of overseeing import substitution in the Russian Ministry of Energy. It is not very clear which department and which specialists are engaged in this most important area. Therefore, The Ministry of Energy is criticized for not dealing with issues of scientific and technological progress and modernization of the fuel and energy complex. At the same time, the Ministry of Industry and Trade is also criticized.
Deputy Minister Eduard Sheremetev also has a strange position, overseeing only one department. It is unclear why a deputy minister is needed for this. Anastasia Bondarenko and Yevgeny Grabchak could have overseen the Department of Digital Transformation, but this did not happen. They preferred to appoint an entire deputy minister, who, as experts note, oversees a single department, essentially duplicating the work of its head.
