The government continues systematic work to reduce the number of administrative procedures in construction. Prime Minister Mikhail Mishustin signed a decree reducing the exhaustive list of documents, information, materials and approvals for the construction of facilities by another 89 positions – from 696 to 607.
For example, a number of documents that developers and technical customers provided when connecting objects to utility networks were excluded from the list.
In addition, a number of procedures for conducting historical and cultural examinations and issuing permits for the admission of power plants into operation have been reduced.
Also, now developers do not need to provide a number of documents, information and materials that are at the disposal of authorities and can be presented in the manner of interdepartmental interaction.
The solution will make it possible to speed up the construction of important facilities for citizens and reduce costs for developers while maintaining the necessary control over the quality of construction.
In general, in 2023 the list decreased by 144 positions. Thanks to this, the investment and construction cycle was reduced from 1574 to 1300 days.
The government is actively working to reduce the investment and construction cycle, noted Deputy Prime Minister Marat Khusnullin, commenting on the decision. «We consistently eliminate redundant requirements, duplicative procedures and any obstacles that prevent builders from working. The resolution signed by the Chairman of the Government on changes to the exhaustive list – another important step in this work, which will allow us to quickly build the facilities that Russians need», – said the Deputy Prime Minister.
