Tatyana Trubnikova from the Ministry of Digital Development invites to create a certification center for IT specialists on the basis of HH

Newspaper "Kommersant" reported a letter from the Director of the Department for the Development of Digital Competencies and Education of the Ministry of Digital Development of Russia, sent on October 23, 2023 to the largest IT companies and associations about holding a meeting on the creation on the basis of Headhunter LLC. (owns the portal hh.ru) an independent technology platform that includes objective data on the state of the labor market for IT specialists. The document notes that the platform is intended to create on its basis “a system of voluntary confirmation of skills in the IT industry, taking into account different levels of competencies, regardless of the availability of specialized education.”
Market participants note that a single certification center for IT specialists on the basis of the hh.ru site can be created instead of training centers of Western vendors — Oracle, Red Hat, VMware and others. Applicants were trained and passed the exam. The certificate made it possible to work with software on the customer’s infrastructure and provided advantages in employment. Passing the certification cost 20–100 thousand rubles. But all these centers stopped working in Russia after 2022.

It was previously reported that Russian IT companies, associations, the Skolkovo Foundation and "Innopolis" discussed the creation of a unified certification system for IT specialists in the country. In September 2023 in Skolkovo A round table was held where cooperation between companies was discussed regarding common methods and approaches to certification of IT specialists. Skolkovo Foundation proposed to develop unified approaches to import substitution of IT certifications and create a system that works and is recognized by all players.

Since March 2013, transferred to the Ministry of Telecom and Mass Communications of Russia. Until October 2018, she held positions from leading specialist to head of department in the Department of Informatization Coordination.
