Vladimir Putin: “you had to shift the schedule a little to the right.” SIBUR postponed the implementation of the Amur Gas Chemical Complex to 2027
14.09.2023
The President visited the Amur gas processing plant, located near the city of Svobodny. The Head of State was accompanied by the Deputy Prime Minister – Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District Yuri Trutnev, Deputy Prime Minister – Minister of Industry and Trade Denis Manturov and Governor of the Amur Region Vasily Orlov. Presentations were made by the General Director of Gazprom Pererabotka Blagoveshchensk Yuri Lebedev and General Director of the Amur Gas Chemical Complex under construction Alexey Vereshchagin.
Construction of the Amur Gas Processing Plant has been underway since October 2015 as part of Gazprom’s Eastern Gas Program. in the priority development territory "Amurskaya". The plant processes gas from the Kovyktinskoye and Chayandinskoye fields supplied through the Power of Siberia gas pipeline.
The design capacity of the plant after the commissioning of all six production lines will be 42 billion cubic meters of natural gas processing per year. After reaching full capacity, the Amur Gas Processing Plant will annually produce: 38 billion cubic meters of methane fraction; 2.4 million tons of ethane; 1.5 million tons of liquefied hydrocarbon gases (LPG); 200 thousand tons of pentane-hexane fraction; 60 million cubic meters of ultra-pure helium.
All methane is sent to China under long-term supply agreements. The main consumer of ethane and LPG will be the Amur Gas Chemical Complex (a joint project of SIBUR and Sinopec). Helium, purified to almost one hundred percent, is one of the plant’s key products and a sought-after element for high-tech industries. In terms of production volume, the Amur GPP will become a world leader.
For the operating personnel of the Amur GPP in the city of Svobodny, the Alekseevsky residential microdistrict is being built, which will be designed for five thousand residents.
Administration of the President of Russia
Implementation of the Amur Gas Chemical Complex "Sibur", including construction and commissioning, should be completed in 2027, said the head of the plant. Before the introduction of Western sanctions against Russia, Sibur was going to complete it in 2024.
Implementation of the Amur Gas Chemical Complex (GCC), which is being built by Sibur (60%) and Chinese Sinopec (40%), which includes several stages of completion, including mechanical readiness (completion of construction) and commissioning, should be completed in 2025-2027. This was announced on Wednesday, September 13, by the general director of the plant, Alexey Vereshchagin, during President Vladimir Putin’s visit to the Amur gas processing plant of Gazprom, located near the city of Svobodny. From this plant the Amur Gas Chemical Complex will receive its main raw materials — ethane and liquefied petroleum gases (LPG).
“That is, you had to shift the schedule a little to the right,” — Putin clarified, noting that this project will still be completed. “Everything is right,” — Vereshchagin confirmed.
«Sibur» back in 2020, the Amur Gas Chemical Complex began to be built, which was to become the world's largest complex for the production of basic polymers with a capacity of 2.7 million tons per year — 2.3 million tons of polyethylene and 400 thousand tons of polypropylene. Investments in this megaproject were estimated at $10 billion. In February 2021, it became known that the company had reduced the construction time by six months, to mid-2024 (a few more months would have been spent on commissioning work). But after the start of Russia’s military special operation in Ukraine, “Sibur” and Sinopec had to revise them due to Western sanctions.RBC
